I thought would save some one here a bit of trouble. If you have the misfortune of having to support an older Toshiba E-Studio network printer (works for other network printers as well) with Windows 10 and have problems with the print queue and 30-90 second delayed printing here is the answer:

Disable SNMP Status support within the port settings.

If you are un-able to manipulate the port settings remove the device and use the 'Add a local printer or network printer with manual settings' option. It will allow you to choose your printer driver and network options. Afterwards you can open the printer properties and disable the offending protocol.
